Finance Committee recommends Ordinance 202509, a $2.06 million supplemental appropriation to cover overtime, TIF and water work

The Grandview Heights Finance Committee voted to recommend approval of Ordinance 202509, a supplemental budget appropriation totaling $2,056,200, during its meeting. Finance Committee Chair said, "We have 1 ordinance on the agenda this evening. It's ordinance 20 25 0 9, which is a supplemental, budget appropriation." The committee approved a substitute version by voice vote and moved the ordinance forward to the council.
Director Miller said the largest single item in the ordinance is $150,000 for the general fund to cover police and fire overtime related to medical, family and parental leave and additional training needs after the departments moved into a new building. "150,000 is for the general fund. It's for police and fire overtime, related to some medical leave, some family leave or some parental leave, and the police department has implemented a lot of new systems this year with the new building," Miller said.
The ordinance also adds $26,200 to the Grandview Yard TIF line because the city received additional funds; those dollars will go to the debt trustee for the PILOTs (payments in lieu of taxes) at Grandview Yard. A second line item is a pass-through for income tax collected on behalf of Clinton Township. Director Miller said the city estimates and remits those funds annually and noted, "we the city keeps 20%. The county township gets 80%, and this is the township's piece of that." The ordinance includes $165,000 for that pass-through.
Staff also requested $15,000 for engineering related to the citywide water valve repair program. A committee member, Mela, asked whether that engineering money was for a specific valve. Mela, a committee member, asked, "Is that for a specific water valve project?" Director Miller replied, "No. It's not. Across. It's kind of citywide." Miller explained the city normally budgets $50,000 a year for water valve replacements; the $15,000 appropriation covers engineering costs to identify which valves should be replaced.
The ordinance creates a new water improvement fund to separate the water surcharge from the sewer surcharge and the stormwater fee; Director Miller said contractual services for that new fund are covered in the appropriation. Miller stated the ordinance's new grand total is $2,056,200.
Finance Committee Chair moved to recommend approval of the substitute ordinance; a committee member seconded the motion. The committee approved the recommendation by voice vote with members responding "aye." The committee also discussed scheduling for upcoming budget meetings in late November and December to prepare for the full council's review.
The committee's action is a recommendation to the council; the transcript shows no final city council vote on the ordinance at this meeting.
