Board approves temporary Windsor Creek recycling center; district notes mobile service and fundraising potential

The Windsor Unified board on Oct. 16 approved a resolution allowing a temporary mobile recycling center to operate at the Windsor Creek site on scheduled days, a measure district staff and trustees said could become a local fundraising and waste-reduction opportunity.

District staff described a mobile unit operated by a local United Cerebral Palsy group (previously discussed with the town and the district) that would set up on site on Tuesdays and Saturdays and depart after the collection period. Staff said the unit is mobile and operates on a 24-hour-notice arrangement with the district: the group would bring and remove equipment on specified days and the district can ask them to vacate quickly if the site must be used for other purposes.

Trustees discussed potential benefits beyond diverting recyclables: compressed recycling collection could generate revenue for school sites, give students a hands-on role in sustainability, and reduce district disposal costs. Trustee Rich Karnation noted the complicated regulatory and funding landscape for recycling and said the district should consider site-by-site approaches to maximize benefit. Another trustee described the program as a potential revenue stream and encouraged campus-level participation.

Trustees approved the resolution by roll call; student board members voted in favor as part of the recorded vote. Staff said they would coordinate logistics (site placement behind the Windsor Creek bus loop, days of operation) and community notice; they also noted the arrangement is temporary and mobile, not a permanent facility.

The resolution authorizes a temporary use agreement and sets the expectation that operations will follow town permitting and state recyclables handling requirements. Trustees said they want to explore ways to leverage such partnerships to offset waste-hauler costs and to involve students in sustainability work.
