Florissant council approves FEMA buyouts, funds police substation and OKs ownership transfer; several development hearings remain pending

Florissant City Council on Oct. 13 approved the city's acquisition and planned demolition of multiple flood-prone houses on Bruce Drive using federal Hazard Mitigation Grant Program (HMPG) funds, and also authorized several year-end budget adjustments including money to establish a police substation at Sunset Park.
Councilman Andrew Harris (Ward 1) summarized the meeting in a post-meeting recap. Harris said the council voted to acquire the properties numbered 6 through 12 Bruce Drive after owners agreed to sell to the city under FEMA HMPG funding so the structures can be demolished to reduce future flood risk and repeated restoration costs.
The council also moved $20,800 from the public safety fund into a security equipment and maintenance account to purchase equipment and to establish a police substation in the Nature Lodge at Sunset Park, Harris said. Separately, the city applied proceeds from the sale of used parks vehicles ($13,500) to cover epoxy flooring installation in the new public restrooms at Saint Ferdinand Park.
The council approved a transfer of ownership for Old Town Automotive at 1104 North Jefferson so the service manager, Mr. Gossage, can assume ownership and keep current staff; Harris said the new owner plans to open an hour earlier and close an hour later. An application was filed to transfer a permit for a nursing facility (Crystal Creek Health Rehabilitation) to Willow Creek Wellness and Rehabilitation at 250 South New Florissant Road; Harris said that application was on the agenda but did not state an outcome in his summary.
On municipal contracts and ordinances, Harris said the mayor was authorized to enter into a maintenance agreement with Missouri American Water Company for the ground storage tank facility at Tower Court Park and authorized a contract with Stifel, Nicolaus & Company for financial advisory services related to obligation bonds. - A proposed freestanding Charlie's Steak and Wings at 2312 North Highway 67 (the former Firehouse Subs site).
- A tavern/martini lounge proposed by Miss Melton at 1833 Dunn Road; Harris said Melton is a certified TIPS instructor and that Councilman Egan supported requiring the establishment's bartenders to complete TIPS training if approved.
- A housekeeping item to add Subway to the list of allowed restaurants inside the Walmart store; Harris said Walmart's representative, Mr. Rolling, appeared to request the update so Subway would be explicitly recognized in the ordinance.
Harris advised that the council will hold a budget work session on Oct. 25 (he said it is on his calendar for 8 a.m.) and noted several community events announced by the mayor, including the Boo Bash, a haunted house at the fire department, the Veterans Day parade on Nov. 9 starting near the Florissant Public Library and ending at the VFW Hall, and the "Miracle on Saint Francis Street" event on Nov. 29.
