County opens first public hearing on FY2025–26 CDBG, HOME and ESG annual action plan

Marion County opened the first of two public hearings July 15 on its draft fiscal year 2025–26 annual action plan for U.S. Department of Housing and Urban Development (HUD) entitlement programs: Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG).
Cheryl Butler, director of Marion County Community Services, said the county expects approximately $3,255,361 in entitlement funding for the combined programs for FY2025–26. The public comment period runs July 6 through August 6, and a final public hearing is scheduled for Aug. 5 at 10 a.m. at the same location.
Butler told the board staff planned to allocate funds to a number of community priorities; she specifically said the county is proposing roughly $582,000 from the CDBG allocation for clearance and demolition to support code enforcement activity and targeted cleanup in priority neighborhoods, including the community redevelopment area (CRA) if needed.
No public speakers addressed the hearing; staff said written comments would be accepted through the end of the comment period. Commissioners did not take a final action at the July 15 hearing; the plan will return for approval after the public comment period concludes and staff finalizes allocations.
Why it matters: The annual action plan sets how federal entitlement funds will be used locally for housing, homelessness response, neighborhood improvements and related activities. The proposed clearance/demolition allocation dovetails with a CDBG‑funded code enforcement pilot discussed earlier in the meeting.
