Harrison County supervisors authorize Gulf Coast Restoration Fund applications for fairgrounds upgrades and sheriff training facilities

The Harrison County Board of Supervisors voted to authorize preparation and submission of applications to the Gulf Coast Restoration Fund for two local projects: covering and extending the warm-up arena at the Harrison County Fairgrounds and upgrades to the sheriff's training facilities, including range and driving-area expansion.

Grant writer Catherine Gonzalez presented the fairgrounds proposal, saying the fund stems from the BP settlement and that Mississippi receives roughly $40 million annually, with about $30 million allocated to the Gulf Coast Restoration Fund. Gonzalez said she and staff toured the fairgrounds and proposed first-stage improvements focused on covering and extending the warm-up arena, with related sandblasting and painting and replacement of corroded pipe. Gonzalez said an initial estimate for the cover-and-extension work is about $700,000 and that the program requires a 20% local match.

Gonzalez asked the board for a county resolution authorizing submission of the application and for letters of support from the board. A supervisor suggested including economic-impact documentation from the tourism commission. The board moved, seconded and voted in favor of a resolution authorizing staff to prepare the application and supporting materials, and members agreed individually to provide letters of support.

Separately, county staff and a deputy (referenced during later remarks) said the sheriff's training academy planned to apply to the same fund for expansion of driving areas and a firing range. The sheriff's representative asked that the board adopt a resolution and provide a letter of support; the supervisors approved a motion to provide those items and instructed staff to prepare a formal resolution.

The board did not adopt the grant applications themselves in the meeting; it authorized staff to prepare them and to provide the supporting letters and county resolution required by the grant program. Gonzalez said staff and contractors would obtain cost quotes and return with final numbers as needed for the 20% match requirement.

The board's action was procedural: authorize preparation/submission and provide a letter of support and resolution for each application. No award or grant agreement was signed at the meeting.
