Owner and attorney say repairs imminent for 204 West Gardenia; SSRB defers action until documentation complete

The Substandard Structure Review Board on May 7 heard an update on 204 West Gardenia Street and agreed to take no new enforcement action while staff and the property representatives complete required documentation.
Filiberto Alba, the building official, told the board that the property has not obtained a permit because several items remain missing. Alba listed a detailed, dated timeline with phases and scope of work, a revised project cost estimate, and a $100,000 bond for possible demolition as outstanding. He said the city had emailed Mr. Yerena to request the signed and stamped structural plans and the bond.
Alba told the board staff had received a stamped and signed set of structural plans "for the repairs of the wood frame floors" last Monday but that those plans did not include sufficient detail for wall sections, balconies, decks and stairways. "We are still missing information about balconies, decks, stairways, which wasn't included on the first set of structural plans," he said.
Andre Garcia Moreno, representing the property owner, said Atlas Engineering (the applicant's engineer) had been delayed by recent flooding but that the team is "starting to get back on track" and could begin foundation repairs as soon as the permit is issued. The owner (name spoken inconsistently in the record) told the board they had planned a phased schedule: about three months for foundation repairs and up to seven additional months for other work.
Board members pressed staff and the representatives on timing. Staff noted that the property is accruing a $500-per-day penalty and that county appraisal records show the structure has been flagged by the appraisal district. The board's presiding officer recommended no action at the May 7 meeting because legal counsel was not present; the board agreed to bring the item back at its July 2 meeting for further consideration.
No additional enforcement orders were issued at the May 7 session.
