Senator Blake Spear, the resolution's author, said the measure recognizes “California's deep rooted history as the birthplace of mountain biking and the significant contributions of the trail stewardship community.” He told colleagues that outdoor recreation "improves physical and mental health" and that trail stewards support both access and conservation. "As federal and state agencies face staff reductions and funding cuts, ensuring we have the workforce and community members to protect outdoor trail access is more important than ever," he said. He asked members for an "aye" vote.
The resolution notes the role of statewide organizations such as the California Mountain Biking Coalition and the California Trails Foundation in maintaining trails, educating land managers and teaching best practices. Spear told the Senate the mountain-biking industry supports an estimated $2,400,000,000 in economic activity and more than 17,000 jobs, figures cited in his remarks.
Senator Jones, a coauthor, said he supports the measure and highlighted trails in his district in San Diego County. Senator Janet Choi also spoke in favor, saying the resolution recognizes "active lifestyle" opportunities and urging the legislature to expand access.
After the vote, the Senate recognized members of the California Mountain Biking Coalition in the gallery by name: Michael Anzalone, Matthew Blaine, Storm Glover, Brynn Meridoux, Steve Messer and Anthony Chow.
The resolution is a ceremonial legislative action that recognizes the recreational, stewardship and economic contributions of mountain-biking communities and trail volunteer groups. It does not create a program or appropriate funds.
Votes at the time of adoption were recorded as 34 ayes, 0 noes. The Senate returned to other business after recognizing coalition members.
