Harnett County adopts 2025-26 budget, approves land purchases, fireworks permits and other measures

The Harnett County Board of Commissioners on June 16 approved the fiscal year 2025-26 budget ordinance and a package of administrative actions that included land purchases, approvals to pursue a $500,000 Environmental Protection Agency Brownfields assessment grant, fireworks permits for multiple Fourth of July displays and several county and utility items.
The budget ordinance for 2025-26 was approved during the meeting; county staff also presented and the board approved related budget amendments, and actions on tax rebates, releases and refunds as listed in the county manager’s report. The board approved a request from Harnett County Economic Development to pursue a countywide EPA Brownfields assessment grant of $500,000 in partnership with Terracon.
The board approved a land purchase agreement and related budget amendments to acquire 9.12 acres adjacent to the Anderson Creek landfill, as requested by the county legal office. Harnett Regional Water also requested board approval of write-offs as of December 2024 and approval to purchase real property from Zachary and Bridal Engel, with a related budget amendment to use Harnett Regional Water cash reserves to finalize the acquisition prior to June 30, 2025; those requests were approved as presented.
The Harnett County Sheriff’s Office detention center health plan was approved at the meeting. The board also considered and approved North Carolina Department of Transportation IMD certifications and assurances for fiscal year 2026 funding applications related to the FY26 Community Transportation Program grant applications.
The board approved vehicle disposition to assign title of transit vehicle number 7593 to the North Carolina Department of Transportation IMD so the HEART program can maintain its grant-eligible inventory.
