Commission approves paint match and COA for 640 Oakwood Avenue after applicant tests colors

The Historic Resources Commission voted to recommend approval of a certificate of appropriateness for 640 Oakwood Avenue after reviewing color test patches the applicant provided.
The property owner, Judy Jamila Brown, identified herself and explained the effort to match the proposed paint color to the building’s weathered brick. “We really tried...there is no true match with any specific paint color, but we'll do the best we can,” Brown said, describing the plan to blend multiple tones and use a layered approach to approximate the original appearance.
Staff told the commission the application responds to a code violation and that the applicant had attempted to remove previous paint but the masonry absorbed the paint and the removal was unsuccessful. Staff recommended approval of COA 24000626 at 640 Oakwood Avenue with clarifying conditions: the applicant must submit final color samples and any additional clarifications to Historic Preservation Office (HPO) staff prior to issuance of the certificate.
Commissioners discussed whether adjacent concrete caps or pediments should be painted a different shade to better match surrounding elements and asked staff to allow final color approval by staff if commissioners were comfortable doing so. A motion to approve the application with those conditions passed by voice vote.
The approval was grounded in city code standards for alterations and guidelines regarding masonry. The commission recorded the approval and directed staff to receive and review final color samples and minor related clarifications before issuing the COA.
