Michael Huntley, executive director of Youth Service Bureau (YSB), presented the nonprofit’s services and service counts for Lake Elmo and asked the council to approve $5,775 in support under a purchase‑of‑services contract.
"In 2024, we served 635 unduplicated youth and their families across our service area," Huntley said, adding that YSB provided almost 4,000 hours of direct services regionwide in 2024. He said 34 Lake Elmo youth received nearly 200 hours of direct service in 2024 and that, through mid‑2025, YSB had already served 27 Lake Elmo youth.
Huntley described YSB programs including diversion, family counseling, school‑based chemical‑health support and an expanding First Responder Family Support Program. He said the diversion program’s one‑year recidivism measure from Washington County was 94 percent this year and that YSB uses a sliding fee scale and donated funds for interpreter services.
Council members asked how YSB differs from FamilyMeans; Huntley said YSB serves youth as the primary client and generally bills insurance only when a youth has a diagnosis, while FamilyMeans also serves adults. The council included the YSB purchase‑of‑services contract on the consent agenda and approved the consent agenda by voice vote.
The contract request was for $5,775. No additional conditions or amendments to the contract were reported during the meeting.
