Glynn County opens bids for St. Simons shoreline revetment and Selden Park sidewalk work

Glynn County procurement staff opened bids for two infrastructure projects — the St. Simons Shoreline Revetment Rehabilitation Phase 2 (Johnson Rocks) and the Selden Park sidewalk improvement project — receiving four bids on the shoreline work and eight bids on the sidewalk work, a county procurement analyst announced during a public bid-opening event.

The bids matter because each project must clear county procurement review and then be recommended to the county’s finance committee and the full Board of Commissioners before any contract award is made. The procurement analyst cautioned that “the lowest responsive bid may not be the recommended awardee when the bid review process is complete.”

On the St. Simons Shoreline Revetment Rehabilitation Phase 2 (Johnson Rocks) project, the county recorded four bids: Russell Marine LLC (Channelview, Texas) — base bid $2,850,400.00; bid alternate $2,286,600.00; SJ Hamill Construction LLC (Charleston, South Carolina) — base bid $1,001,625.00; bid alternate $1,044,205.00; TIC (The Industrial Company) (Savannah, Georgia) — base bid $1,186,355.00; bid alternate $985,420.00; and Underground Excavating Inc. (Patterson, Georgia) — base bid $2,101,200.00; bid alternate $1,838,803.00. The procurement analyst said all paperwork will be reviewed by procurement and the project manager for “accuracy and completion.”

For the Selden Park sidewalk improvement project, the county recorded eight bids: Allen Owens Construction and Paving Inc. (listed as from “Blackshire, Georgia” in the bid opening) — $642,930.00; Concrete Constructors Inc. (Buckhead, Georgia) — $499,820.00; Curb and Gutter Professionals (Jessup, Georgia) — $854,155.00; Georgia Highway Cable Barrier LLC (Conyers, Georgia) — $424,521.80; JW Oliver Construction Inc. (Jessup, Georgia) — $427,280.00; Swindale Construction Co. Inc. (listed from “Glenville, Georgia”) — $358,610.00; TJR Group Inc. (Brunswick, Georgia) — $312,386.54; and UGMS General Contracting (listed from “Glenville, Georgia”) — $322,220.00.

The procurement analyst outlined the next steps: procurement and the project manager will review bids for responsiveness and completeness, post a bid tabulation on the county website, and then present a recommended award to the finance committee and the full Board of Commissioners at their next scheduled monthly meeting. The analyst also noted that the board reserves the right to waive technicalities and make an award in the county’s best interest.

No awards were made at the bid opening. The county gave an email/website contact for follow-up questions during the event and said that the bid tabulation sheet will be posted to the county website when available.
