Paul Soglin, a registrant from District 5, urged the council to consider neighborhood context when reviewing development proposals, describing the site as surrounded by large parking lots and high-traffic state highways and warning of potential negative effects on nearby residential areas.
Council members asked staff to clarify that the item before them was the CSM and not the conditional-use approval; staff confirmed that the CSM is a technical land-division decision and that the Plan Commission had already acted on the conditional-use request. The council recorded a unanimous vote in favor of the CSM.
