The Plano City Council approved a construction contract for paving and water improvements in the Rigsby Drive area, awarding RFB 2025-479B to S Y B Construction Company, Inc. in the amount of $7,253,979.

Janelle Tang spoke during the public-comment period for the pulled consent item, saying her neighborhood faces creek erosion and that replacing box culverts and stabilizing stream banks will preserve property and benefit the Briarwood neighborhood. Tang urged the city to consider traffic-calming and wider sidewalks north of Fourteenth Street on Rigsby Drive, and she asked that the design avoid noisy measures such as rumble strips and speed humps.

Councilman Kerr moved and a colleague seconded approval of the RFB award; the motion carried 8-0.

The contract authorization included the city manager’s authority to execute necessary documents. The item was presented as RFB 2025-479B and project number ENGCMB0003 for the Engineering Department; the staff report recommended award to S Y B Construction Company, Inc.
