The Northampton Historical Commission discussed next steps for a proposed Florence historic-district nomination to the National Register of Historic Places and agreed to transmit a focused narrative to the Massachusetts Historical Commission (MHC) to solicit MHC feedback on district boundaries and significance.
Michael (commission member) said the submitted narrative emphasizes the thematic connection of properties to abolition and social-reform movements rather than an exhaustive architectural inventory. The commission and staff noted the project's primary outstanding needs are completion of missing Form B inventory forms for individual properties and hiring a consultant to compile remaining documentation and the physical description necessary for a formal National Register nomination.
Commission members said the Mass. Historical Commission had expressed concern that an overly broad district boundary would include many non-contributing properties, producing a 'Swiss-cheese' effect. To avoid that outcome, the commission plans to request MHC comment on proposed boundaries and proceed with targeted Form B completion for properties that support the stated themes.
The Ruggles Center is expected to be the formal submitter for a future nomination, but no new funding was pledged at the meeting. Members discussed the advantages of hiring a consultant familiar with the MHC process to assemble Form B reports and to craft the nomination narrative and boundary justification, noting significant research and house-by-house documentation already exists but must be organized.
The commission will send the narrative to Ben Haley at MHC and seek further guidance; it may convene follow-up meetings with MHC and consider funding options or consultant proposals later. No formal vote to submit a nomination was recorded.
