Commissioners approve IPA easement on 137.7-acre Edwards farm; county to pay $783,464 over 20 years

The Carroll County Board of Commissioners on Oct. 30 gave final approval to acquire an agricultural conservation easement on the 137.675-acre Alice Edwards farm at 4701 Arters Mill Road in Westminster using an Installment Purchase Agreement (IPA).

Staff described the IPA as a leveraged financing approach that pays a discounted principal (40% of fair market value) plus annual interest over 20 years. Staff presented the appraisal-based numbers: estimated fair market value $1,414,719.86; 40% principal (IPA) $565,887.94; projected bond cost $217,575.85; projected annual interest payment $28,250. The staff-presented final county cost (bond cost + 20 years of interest + small cash rounding) totaled $783,463.79, equal to roughly 55.38% of the calculated fair market value under the IPA structure (the program's typical lumpsum purchase rate is 70%). The easement will retire 13 lot rights on the property.

The board moved and approved the resolution to exercise the option to purchase and sign the agricultural conservation easement using the IPA terms.
