City attorney, finance director tell council legal settlements and appropriations were authorized

City legal and finance staff told Twinsburg City Council on Oct. 28 that contracts for legal services, settlements and related appropriation amendments were properly authorized and recorded.
"When required ... contracts for legal services and settlements have been authorized by this council," the city attorney said, citing resolutions the administration brought to council in 2024 and 2025. He referenced Resolution No. 67-2024 authorizing a contract with law firm Weston Hurd and Resolution No. 39-2025 authorizing a settlement with a former officer. The city attorney also said he had concluded a separate settlement did not require council preauthorization and therefore was executed by the mayor under his legal authority.
The finance director added that the city processed three appropriations amendments this year tied to settlements and law-department needs and that the items are posted on the city's website. "This council has approved all appropriations amendments that have come to it," the finance director said, and noted that the city is audited annually.
Council members urged residents to contact city hall or the clerk for records rather than rely on social media posts. The exchange followed public comments earlier in the meeting that alleged the city had spent on legal matters without proper approvals.
No formal vote was taken on the point; the exchange was recorded as part of council communications.
