Residents tell council Caltrans lane closures and unclear street ownership are hurting access to Placerville businesses and appointments

Williams said the delays hindered access to local businesses and medical appointments and urged the city to work with Caltrans and county supervisors on long-term solutions, including an overpass or other capacity improvements.
Resident Max Thornton asked the city to study which roads within city limits are privately maintained and which are public, citing Garden Loop as an example. Thornton said city staff had told callers the street was private while the city has historically performed pothole repairs there; Thornton suggested a formal inventory and policy to clarify maintenance responsibilities.
Mayor John Clarice and councilmembers acknowledged the concerns and noted the city will continue to engage county and state partners on regional traffic issues. No formal action was taken; both topics were recorded for staff follow-up.
