1) Approve agenda Motion: "Move to approve the agenda as presented." (mover: Mr. Gottschall; second: Mr. Rickard) Outcome: Approved by voice vote. Recorded in meeting at start; board chair asked "All those in favor, please signify by saying aye." The meeting record shows unanimous support and no opposition at that time.
2) Closed session under FOIA (Va. Code 2.2-3711(A)(7)) Motion text (mover: Mr. Gutshall): "I move that the Shenandoah County School Board convene a closed meeting under the Virginia Freedom of Information Act in order to have a briefing by staff members or consultants pertaining to actual or probable litigation, where such consultation or briefing in an open meeting would adversely affect the negotiating or litigating posture of Shenandoah County Public Schools under Virginia Code 2.2-3711(A)(7)." Outcome: Motion seconded and approved by voice vote; board convened closed session.
3) Reconvene and certification Motion: "I move to reconvene in open session." Seconded and approved by voice vote. The board then read the required closed-meeting certification on the record. Each member responded to the certification roll call with "I so certify." Names recorded in roll-call certification: Mister Street; Miss Carlin Hale; Mister Gutshall; Mister Vance; Mister Ricker; Mister Barlow.
4) Adjourn Motion: "I move to adjourn." Outcome: Motion seconded and approved; meeting adjourned at approximately 10:00 p.m.
Board direction (non-voting actions) - Superintendent to prepare an action item for the Nov. 12 regular meeting that presents clear project options, sites and an implementation plan for Board of Supervisors consideration (requested by consensus). - Superintendent/athletics staff to draft countywide dress-code language (Nov. 12) and athletic uniform guidance/resolution concept (future meeting).
