Ambulance agreement and OHA approval status unclear; county seeks MSAC representation and hospital EMS coordination

Harney County Court reviewed the status of the county’s ambulance service agreement on July 16 and sought clarity about Oregon Health Authority approval and local Medical Services Advisory Committee representation.
Staff told the court that the most recent agreement on file was from 2023 but said OHA’s last formally approved ASA plan appears to date to 1990. The court requested staff follow up with the hospital and the OHA to confirm whether the 2022/2023 versions have been formally approved and which agency is responsible for OHA submissions.
Commissioners also discussed the Medical Services Advisory Committee (MSAC), a multi‑party committee that should include county, city and hospital representatives; staff said MSAC participation has dwindled over time and county representation needs strengthening.
Separately, hospital staff asked county staff to locate an MOU referenced in the hospital emergency-operations plan that would provide emergency fuel resupply. County staff reported they could not find a signed agreement in county records and said they will coordinate with counsel and the hospital to document any formal fuel‑support commitments.
Ending: Staff will attempt to locate the ambulance agreement, confirm OHA approval status with the hospital and OHA, and consult the county’s legal counsel on MOU documentation for hospital fuel resupply; the county will also explore MSAC reinvigoration and appropriate representation.
