Harney County weighs early drought declaration to unlock USDA assistance and regulatory flexibility

Harney County Court discussed whether to issue a local drought declaration on July 16 to give ranchers and other stakeholders earlier access to federal programs and regulatory flexibility.

County staff said the county meets the criteria to declare a drought. The briefing noted potential benefits including emergency loans, disaster payments, feed assistance and temporary regulatory flexibilities such as water‑use and livestock‑movement waivers. "It opens up programs for our ranchers, emergency loans, disaster payments, insurance adjustments," staff said.

Commissioners and department heads also discussed downsides: if a declaration is made late in a billing cycle and tax notices have already been mailed, staff may have to reissue bills and absorb administrative work. The county tax assessor said she prefers an early declaration to avoid reworking tax notices.

Staff observed that the U.S. Drought Monitor had not yet placed the county in the same drought category it reached last year; commissioners noted that neighboring counties have recently started declarations and that a state-level declaration could follow. The court asked staff to prepare a resolution and return it for potential action at the next regular meeting so the board can review updated drought-monitoring maps before deciding.
