• A partial closure of North Third Street for a Veterans Day fundraiser on Tuesday, Nov. 11, 2025;
• Authorization to allow alcohol at the Red Baron Arena for a December event;
• Raffle permits for the United Way and Holy Redeemer Church;
• Memoranda of agreement for union contracts related to the Minnesota paid‑leave program;
• Authorization to apply for a polling‑place accessibility grant;
• Declaration of several Marshall Police Department vehicles as surplus property;
• Call for a public hearing on amendments to the transfer tax incremental spending plan; and
• Approval of bills and project payments.

Council took a single roll call on the package and the motion passed by majority vote. No item was removed for separate discussion.
