Peoria accepts $2 million state grant for Salvation Army men's shelter construction

Peoria city officials on Oct. 28 approved acceptance of a $2,000,000 grant from the Illinois Department of Commerce and Economic Opportunity to support construction of the Salvation Army's new men's shelter. Community Development Director Doolin said the Salvation Army already has broken ground on what is part of an approximately $20 million project to expand shelter capacity in the North Valley area.
The council voted on two related actions: acceptance of the executed grant agreement and an accompanying ordinance amending the city—s 2025 revised budget to recognize the receipt of the $2 million. Both votes passed unanimously; the budget amendment required the two-thirds approval specified in the agenda item.
Council member Riggenbach thanked staff and the Salvation Army for moving a long-standing project forward and noted the time required to bring the project to construction despite strong community interest in shelter capacity.
