The City Council granted final site-plan approval (SPR-25-03) for Hawkins Service Company to legalize and expand a parking area at 7601 Industrial Lane.
Alyssa Livingstone, senior planner, told council the 3.225-acre, light-industrial property had unpermitted gravel parking added without permits; the owner applied for interior renovations and staff discovered the unpermitted work. The final plan calls for a total of 75 parking spaces (50 new plus 25 existing), including three ADA-compliant spaces. The applicant will retain existing gravel surfacing because it meets the industrial zoning district's surface requirements, and the Southwest Florida Water Management District confirmed no additional on-site stormwater management is required. The post-improvement impervious coverage would be 0.55, below the 0.85 maximum in the industrial zone.
The plan also includes a landscape plan with 16 new trees and landscape islands, photometrics and dumpster improvements to bring the site into code compliance; staff identified three standard conditions for approval related to plan stamping and code language. Eli Payne, the applicant's engineer, confirmed the site's trip generation is de minimis and did not require a full traffic study.
One neighbor spoke in opposition to the increase in parking but no additional written objections appeared in the staff packet. After staff and applicant remarks and brief council questions about stormwater and tree size, council approved the site plan with the staff conditions.
What the vote means: Hawkins may complete the permitted site improvements and add the 50 new spaces as shown on the approved plan; staff will track conditions such as required plan stamps and compliance with landscape and ADA requirements.
