Redmond seeks FCS Bowman contract for parks impact-fee update, $79,890; staff to return Nov. 3 for consent

Parks staff on Oct. 28 asked the committee to approve a professional services contract with FCS Bowman to update Redmond’s park impact-fee methodology and schedule. Lindsay Falkenberg, parks planning manager, said the last comprehensive update occurred in 2017 and the vendor will reassess the methodology, evaluate alternatives and recommend a fee structure that incorporates recent legislative changes and middle-housing fee treatments.
Falkenberg said the contract amount is $79,890, the study would take about nine months, and staff intend to return the item to the council consent calendar on Nov. 3 for approval so the study can begin. She told the committee the finance department will be involved throughout and that the city updates impact fees annually for inflation (COLA) in intervening years.
Council Vice President Forsyth asked whether the timing would align with the next budget cycle; Falkenberg said adoption of new impact fees is expected in 2026 and finance will make interim estimates for budget planning. She also said the vendor told staff it would engage internal and external stakeholders, including developers, to ensure the methodology is practical.
Staff recommended return of the contract award to the Nov. 3 consent calendar for council approval so work can begin promptly.
