District staff told the DuPage HSD 88 board Oct. 27 that permitting and final carrier approvals have delayed construction of an AT&T monopole planned for the northwest end of the Willowbrook High School campus and that the district had not received the $204,000 upfront payment required before excavation or construction begins.
Staff described the structure as a roughly 115‑foot monopole with a 5‑foot lightning rod, enclosed by fencing and screening trees on district property. The carrier and tower company described the facility as supporting AT&T’s FirstNet (the public‑safety broadband network) and said it would improve reception in and around the building. The district has discussed potential future placement of other carriers’ antennas, which could generate additional revenue if carriers relocate from an existing tower southwest of the campus.
Permitting issues included stormwater concerns raised by DuPage County; the carrier revised its site plan to replace a proposed 10×14 dry well with permeable pavers and a revised access drive to reduce runoff and address aesthetics along High Ridge Road, staff said. Construction timing is uncertain; staff told the board the village had approved the plan but AT&T must still give its final green light. "We have not gotten the $204,000 check yet," a staff presenter said, noting the check represents fronting of 10 years of rent and interest payments.
The district also described the contract terms: the district agreed to forgo escalator payments for the first 10 years in exchange for the upfront sum; escalators would resume after the fronted period ends. Staff said they expect to report further updates to the board’s buildings and grounds committee and will notify the board when construction dates are firm.
