Cheyenne’s City Council approved on second reading an amendment to the Unified Development Code (UDC) that defines recreational vehicle (RV) parks and campgrounds, designates allowable zones and creates specific use standards for RV hookups and camp operations.
Director Bloom of Planning and Development and Public Health officials described changes intended to align the UDC with health requirements and to standardize site services. Council members repeatedly questioned minimum site area standards and electrical hookups: staff explained that the Planning Commission removed a one‑acre minimum for campgrounds and that a separate five‑acre minimum remains in the code for manufactured home parks. Bloom told the council that standard RV sites today commonly provide both 30‑amp and 50‑amp electrical outlets so occupants need not run generators.
Councilmember Doctor Aldridge asked about the ordinance’s data‑plate requirement for manufactured homes placed in parks; staff said that requirement was carried over from existing manufactured home park code and reflects the HUD data plate listing year and serial/VIN numbers. Director Bloom confirmed a typographical error in the committee report referencing November dates and said corrections would be made.
The ordinance passed on second reading. The clerk recorded two no votes (Doctor Rainey and Mister Layborn). Council directed staff to continue committee review and bring the amended UDC back to a future meeting for final action.
