The committee approved Ordinance 1222‑2025 to authorize Public Works to contract with one or more firms to manage nuisance‑abatement work (vacant and occupied lot cutting/cleaning) and Ordinance 1221‑2025 to authorize temporary employment agencies to supply seasonal personnel for Parks, Public Works, Project Clean and other departments.
Public Works staff said the pilot contractor used last season handled about 14,000 work orders and helped the department move more quickly through vacant‑lot lists. Staff described the field workflow in three parts: a tractor/rough cut, a follow‑up trim crew for fence lines and detail work, and a final crew to pick up debris. Committee members and several councilmembers pressed staff about how quickly trim and cleanup crews follow the initial cut; staff said the current average between the rough cut and detailed trim is about two weeks and that the new contracting model aims to shorten that interval.
Funding for the nuisance contract is from the general fund; the seasonal‑crew contract authority allows departments to use a mix of funding sources (general fund, Community Development Block Grant funds, and ward allocations) depending on need. Council members asked staff to provide lists of past solicitations and to coordinate with unit leaders and neighborhood offices when urgent trimming or tree removal is needed for safety or property damage concerns.
Both ordinances were approved by committee.
