Board renews Tennessee Connections Academy contract 3–2 amid calls for more review

The Johnson County School Board voted Jan. 9 to renew a five-year contract with Tennessee Connections Academy, a statewide virtual-school provider, after a presentation from an academy representative and extensive board questions about timing, financial terms and oversight.

Angela, who identified herself as a representative of Tennessee Connections Academy, told the board the current contract is expiring and that the proposed renewal would continue the district’s partnership. The representative and district staff described a revenue-sharing arrangement for the contract renewal, presented in the meeting as a 3.75% return that the district could expect if the board approved the five-year renewal. In the course of the presentation the academy representative said that, based on enrollment projections, the district could expect roughly $4.5 million over five years (the transcript records a figure of about $4,500,000 across five years and a per-year projection of roughly $898,732 at 3.75%).

Several board members said they had received the contract materials late and asked for a board work session to review the contract language and financial implications before voting. One board member said they were uncomfortable approving a multi-year renewal without a full board work session; others said the district had met required timelines for marketing and enrollment and urged prompt action to preserve enrollment opportunities that begin Feb. 1.

After discussion, a board member moved to renew the Connections Academy contract and another member seconded. The transcript records a roll-call vote: “Mister Greenberg? Yes. Miss Kwan? No. Mister Matheson? No. Mister Robinson? Yes. Mister Wong? Yes.” The motion carried 3–2 in favor.

District staff and the academy representative said the partnership has yielded grant and staffing dollars in prior years and that additional budgetary decisions about how to use new contract-derived revenue would be made in future budget work sessions. Multiple board members nonetheless asked staff to schedule a dedicated work session to examine the contract language, marketing assumptions and projected revenue prior to implementing enrollment and budget changes.

The board’s approval authorizes district leaders to finalize the five-year renewal with Tennessee Connections Academy and proceed with marketing and enrollment steps tied to the academy’s Feb. 1 enrollment window.
