The Troutdale City Council held the public hearing and first reading on Oct. 28 for proposed amendments to the Town Center overlay boundary and related comprehensive-plan text. Community Development Director Erica Palmer said the update is primarily a mapping cleanup to align the zoning and comprehensive-plan maps with the 2040 Town Center Plan.
Palmer explained the change would remove three parcels from the Town Center overlay (two McMenamins parcels and the animal hospital parcel) so the maps are consistent with the plan’s boundary. She said the underlying zoning for those parcels (general commercial) would not change and that staff had notified McMenamins; staff reported no objection from the property owner.
The planning commission held a hearing Oct. 8 and recommended approval, and Metro staff supplied comments confirming consistency with the regional functional plan. The council took public testimony, received no on-the-record objections during this hearing, and continued the item to the Nov. 18 council meeting for deliberation and potential adoption (second reading).
