Troutdale adopts code allowing creation of historic districts

The Troutdale City Council on Oct. 28 adopted an ordinance amending the development code to allow the creation of historic districts in the city.
Erica Palmer, community development director, told council the ordinance establishes a process for creating local historic districts and stressed that subsequent district applications would include robust notice, outreach and opportunity for public comment. "Rest assured by the time the actual district application gets to you all, we will have set out mailers, we'll have our website updated, we'll be canvassing door to door," Palmer said.
Public comment included Frank Stephens, who said the proposal "reflects the values of Troutdale" and called the council’s work on the measure "very good." Another speaker said residents sometimes worry that historic designation will automatically impose restrictions; staff and the ordinance text make clear the code provides a process and does not itself change property-level rules outside of an eventual district designation.
Council members voted in favor of adoption at second reading. The ordinance passed on a roll-call vote with all members voting yes.
Ending: The ordinance provides the legal framework for the creation of locally designated historic districts; any future district would return separately to council for approval after public hearings and owner notification.
