CCID budget, parking garage repairs and Village Green utilities move forward; playground design contract, Ameren easement approved

City staff reported on several town-center infrastructure items during the Oct. 13 meeting, including the annual budget submission from the Crossings Community Improvement District (CCID), parking garage repairs and next steps for Village Green utilities and playground design.
The City Administrator said the CCID submitted its annual budget and that no new assessments will be levied for 2025–26 because the debt-service reserve fund will cover the final bond payment on March 1. Staff said work will begin on parking-deck repairs (sealing the second floor) this year with roughly $250,000 in repairs planned and about $300,000 remaining in CCID reserves after those repairs.
Council also considered Village Green-related items that were presented as first readings: a contract to design and engineer an all-inclusive playground (Village Green Phase 2) and an ordinance to grant a 10-foot wide utility easement for underground electric to Ameren Missouri at the terminus of Main Street to provide new service to the park. Staff said moving overhead lines underground and securing easements will facilitate park improvements and the inclusive playground.
Staff clarified that portions of the CCID—s property tax and sales-tax revenues are intended to provide sinking-fund reserves for town-center assets such as the parking garage. The items were advanced through the consent/first-reading process and will return for final action in the next meeting cycle.
