The Blufftown Council voted unanimously on Oct. 28 to increase Administrative Director Malia Collins' hours to a 40-hour work week and raise her annual salary to $64,500, with the change to be backdated to Oct. 10, 2025.
Council members said Collins has handled grant management, including securing a playground grant, and has taken on significant administrative responsibilities that justify a full-time position. The council noted that the town expects additional work, including potential Community Development Block Grant (CDBG) applications and a planned program to review and update town documents and services for Americans with Disabilities Act compliance. During the meeting a council member cited an April 26, 2027 compliance timeline for entities under 50,000 population.
The motion to increase Collins' hours and salary was made, seconded and approved without recorded opposition. The motion included direction to administratively reflect the change in the current personnel line item; council members said the change did not require a separate budget amendment at this time but that future budget increases would be considered if necessary.
Council members also discussed operational impacts, and one member said the town will need to address ADA accessibility across documents and services, including accommodations for hearing impairments and language access. The council voted to implement the salary and hours change retroactively to Oct. 10 to reflect work already performed.
