Council introduces 2025 California building standards ordinance and receives Republic Services performance update

At the Oct. 28 meeting the Garden Grove City Council completed a first reading and introduced an ordinance to adopt the 2025 California Building Standards (the regular triennial update) and received a contractual performance update from Republic Services and the sanitary district board staff.
Building standards (Item 18) Community Development staff explained the state's triennial code update and the city's required adoption timeline (state codes effective Jan. 1, 2026). Deputy Community Development Director summarized the state's emphases in the 2025 edition: life-safety changes driven by recent catastrophic fires and industrial incidents, increased emphasis on electrification and solar readiness, inspector certification updates, and certain fire-code items that apply only to high-fire-severity zones (not present in Garden Grove). The council voted to introduce the ordinance to adopt the 2025 codes and retain previously adopted local amendments; the motion passed unanimously.
Republic Services / Sanitary District update (receive and file) Sanitary-district staff and Republic Services reviewed the contract-year performance. Highlights included deployment of electric collection vehicles (Volterra EV trucks) into regular service, expansion of community cleanup events (now accepting household batteries and increasing paper shredding), and material for compost giveaways and business-recognition (Environmental Ambassador) outreach. Republic reported a year-over-year reduction in incomplete or missed collections (a 32% drop in missed collections and approximately a 41% reduction in the percent of incomplete collections relative to service opportunities). Staff noted CalRecycle's SB 1383 compliance evaluation is underway and that the sanitary district is working to bring noncompliant businesses into compliance.
The council accepted the Republic Services update and approved the first reading/introduction of the 2025 building codes ordinance. No new budget appropriation was approved at the meeting.
Ending note: Staff will return the ordinance for final adoption (second reading) at the next council meeting, and Republic Services will continue reporting quarterly performance metrics to the sanitary district board.
