Council grants first-reading approval for Whitewater Express car wash; consultants and operators pledge low-water, high-service model

Whitewater Express told Manville council the company's low-water automated car wash model and community engagement programs make it a good fit for Highway 6 at Manville Town Center. The council approved the first of two readings for a specific-use permit (SUP) needed to allow the car wash in the proposed commercial location.

Company presentation and operating model Steve Mathis, Whitewater's co-founder and CEO, said the chain uses about 20 gallons of water per vehicle, "we use 20 or less to wash the car," compared with an estimated 100 gallons for a hand wash. The company emphasized recycling and on-site water reclamation, a minimum staffing approach that includes at least two employees on duty, and community contributions including charity partnerships.

Council action and conditions Council approved the SUP on first reading. The approval advances the item to a second reading for final adoption and sets the stage for staff to coordinate site permitting, utility design and building permit reviews. Council members asked staff to review water and sewer demand and to ensure the permitting path includes any reclamation and water-meter details needed to serve the site.

Why it matters A national/regional chain could boost pass-by sales and create about a dozen jobs, the developer estimated; council asked staff to validate utility capacity and review site landscaping and design standards before final approval.
