- BCS annexation/incentives: Council directed staff to work with developers on a Chapter 380 incentive draft and requested staff return with a draft agreement and milestones for executive-session review. Council signaled conditional support but asked for financial guardrails.
- Additional consent votes: Council moved multiple consent items, approved the proposed mayoral appointee for the TML Region 14 director, adopted a staff rotational acting manager roster, approved a fee waiver request for a Homes for Heroes project, and approved an annexation into the Meridiana MUD.
What happens next - Several items will return to council after staff prepares a draft Chapter 380 agreement and final development agreements (timing requested by developers and staff to be expedited). The car wash SUP will return for a second reading before final approval.
