Berkeley presents Q3 strategic framework report; departments cite training, infrastructure studies and grant work

Assistant to the City Manager Charlena Stevenson presented the city's third-quarter strategic framework report (covering July 1'Sept. 30) to the council on Oct. 20 and reviewed accomplishments across the framework's priority areas.
Stevenson said the quarter included organizational-effectiveness work (training and recognition events, FOIA training, and alignment of dental and vision benefit years with medical benefits), and a completed RFQ to change the city's health-benefit broker to Manquinn Vance. On innovation and operations, staff are preparing BSNA on-site training in January 2026 and the clerk's office is making progress on the civic-plus agenda-management module.
Under economic sustainability, the Community Development Department released an RFP for an economic-development strategy and was working with property owners on downtown projects including plans for the Roxy/Berkeley Theater and a new gas station at 12 Mile and Greenfield. For community assets, the city has started a City Hall space-utilization study and has contracted CBRE to appraise City Hall and associated properties.
Stevenson highlighted community engagement efforts including the Dorothea Pocket Park events, a parks "touch a truck" activity for children, and coordination with the library and parks for fall and winter programming. Under fiscal stewardship, finance work included a new budget template, ACH tax-payment options and internal policy updates; staff also discussed exploring shared-service grants with neighboring communities.
Council members praised staff for compiling the report and for interdepartmental cooperation. Mayor Dean and other council members asked about departmental coordination and the internal tracking used to keep objectives current; Stevenson and City Manager Van Vleck described an internal action-item spreadsheet used to collect progress updates from departments.
The presentation was received as informational; no formal council vote was required.
