Board hears grant awards and planning updates; appoints voting delegate for VACo meeting

Cumberland County staff presented several routine but actionable items, including a small equipment grant for volunteer firefighters, planning and subdivision updates, consent items and the appointment of the county’s voting delegate to the Virginia Association of Counties (VACo) annual business meeting.
Staff reported that Dan Hurley submitted a grant application to the Virginia State Firefighters Association in partnership with Dominion Resources for 30 helmets and 30 pairs of gloves. The grant award was $2,981; the total cost was $3,356.49, and the county supplemented the balance of $375.49 from the emergency services department budget. Staff recommended the board approve a budget appropriation of $2,981 to accept the grant funding.
Planning staff reviewed pending land-use applications: four conditional use permits and two rezonings (including a 200-foot telecommunications tower application scheduled for a planning commission hearing in November), and multiple subdivisions under review. Staff reported 27 permits issued in September, including eight primary residential permits, 12 residential accessory permits, five farm structures and two commercial accessory permits; subdivision activity and pending major subdivisions in the Goshen Road and Cartersville areas were described.
On a procedural item, staff presented VACo rules and asked the board to designate a representative to cast the county’s vote at VACo’s annual business meeting on Nov. 11, 2025. The board moved to appoint Mr. Saunders as the county’s voting delegate; the motion was seconded and ayes were recorded in the transcript.
Public comments during the meeting also covered local issues including the landfill, requests for volunteers and donations for Friends of Bear Creek Lake’s Lights at the Lake event, concerns about feral cats impacting ground-nesting birds, and questions about PFAS contamination in out-of-state composting operations. The public-comment period closed and the board thanked attendees.
