The Maplewood City Council on Oct. 13 approved a massage-center license for Moss and Moonlight LLC, proposed to operate at 2395 Bridal Street North, Suite A.
City Clerk Sint summarized the application: owners listed Jay Z Barber and Reed Bebeau Pepper, with Jay Z Barber as center manager and massage therapist; background investigations detected no disqualifying information and applicants met with Lieutenant Hemke to review operating expectations. Sint noted that building and fire approvals must still be completed before a license can be issued.
Owner Reed Bebeau Pepper introduced himself and said he would not perform massages; he described the business owner team. Massage therapist JC Barber said she has "almost 12 years" of experience and specializes in "myofascial release, prenatal, trigger point therapy, deep tissue," and that she aims to open a community-focused wellness center.
Council Member Kate moved to approve the license; Council Member Juneman seconded. The council voted in favor with no recorded opposition.
City staff will finalize building and fire clearances before issuing the certificate of occupancy and the business license.
