Bluff staff and Planning & Zoning presented a broad set of proposed amendments to the town general plan on Oct. 28 that update data and add required state elements, a future‑use map, housing and agriculture sections, and expanded implementation and enforcement language.
Erin Nelson and planning commissioners said the document incorporates changes since the 2019 plan, aligns the general plan with the town’s strategic plan and adds a future‑use map that staff emphasized "is not a change to zoning." The map identifies potential future residential areas, riparian corridors, gathering spots and potential areas identified for renewable energy in previous drafts; staff noted one area had been disconnected from the town in a recent change and that additional refinements to future‑use mapping may be required.
Public commenters highlighted several priorities. Josh Ewing praised the work but urged the town to add clearer references to accessory dwelling units as a housing strategy, strengthen water‑supply and flood‑risk sections (including concerns related to a nearby large mining operation and its potential effects on flood risk), and make the future‑use map readily accessible for public review; several commenters asked for more time to review the long red‑line document and for additional public outreach.
Staff and commissioners said written public comment will be accepted through Nov. 7, 2025, and that additional edits and prioritization of sections are expected before any adoption vote.
