Staff presented a draft ordinance that would prohibit commercial vehicles from idling more than two consecutive minutes inside town limits, with enumerated exemptions including traffic congestion, emergency vehicles and safety or maintenance needs.
Erin Nelson said the two-minute threshold was drawn from similar ordinances elsewhere and that the draft currently names the Bluff mayor as the enforcement entity and proposes a $500 penalty. She invited public comment on enforcement and exemptions.
Public commenters suggested the rule should apply to noncommercial vehicles as well, or at least be reconsidered; they also said two minutes may be too short for rural conditions and suggested a longer interval (for example five minutes) and emphasized public education and signage before aggressive enforcement. Commenters flagged gray areas such as school buses and other vehicles that commonly idle for operational reasons.
Staff said written comments will be accepted through Nov. 7 for further legal review and drafting.
