Bluff staff say land-use clearance may be redundant after town gains building department

Bluff staff told council and the planning and zoning commission on Oct. 28 that the town’s land-use clearance process is largely duplicative now that Bluff has its own building department. The clearance was originally created when San Juan County handled building permits and required town sign-off to confirm compliance with local standards.
Erin Nelson, who presented the item, said the same questions asked on the land-use clearance application are now included in building-permit reviews and that eliminating the separate clearance would reduce fees charged to applicants by about $200. She characterized the change as administrative and focused on efficiency rather than a policy shift.
No one in the meeting room or online signed up to comment on the proposed amendment during the hearing. Staff directed members of the public to the town’s ordinance webpages for the current text and noted that written comments will be accepted until 5 p.m. on Nov. 7, 2025.
If the council proceeds, staff said the removal of the clearance would require updating the fee schedule and internal processes to ensure building-permit reviews capture the prior clearance checks. The item was presented for public comment; no final action was recorded during the hearing.
