Hermosa Beach ' The Hermosa Beach City Council voted Oct. 28 to award a construction contract to Amtech Total Security to consolidate and upgrade the city's police camera systems under a federal Community Oriented Policing Services (COPS) grant.
Police staff said multiple older camera servers and disparate vendor systems required unification to make a single operational Real Time Crime Center (RTCC). The recommended contractor, Amtech, previously performed downtown camera upgrades under a separate grant and has existing knowledge of the city's radio and microwave links and camera locations. Because integration requires vendor-specific experience and compatibility with the earlier work, staff sought and received approval from the COPS office to proceed with a single-source award.
Project elements include new servers, roughly 18 additional cameras and the microwave/radio equipment needed to link cameras to the police department's command center. The contract award is $494,000 plus a council-authorized contingency equal to 10% of the contract. Funding is the COPS grant (federal) previously obtained for an RTCC.
In public comment a resident reiterated concerns about civilian oversight and policing transparency before the council approved the award. City staff said all procurement and sole-source approvals were reviewed with grant administrators and that the new system will supersede or integrate legacy equipment.
