Bluff staff recommend removing duplicative land-use clearance fee

Town staff told the public Oct. 28 that the land-use clearance form is now redundant because Bluff has its own building department. Eliminating the clearance would remove a roughly $200 duplicate charge and cut administrative review time in planning and the building department.
Bluff staff presented a proposal to dissolve the town's land-use clearance ordinance, saying the form duplicates information already required for building permits and increases cost and staff workload.
Erin Nelson, speaking for staff, said the clearance process was created when San Juan County handled building permits and was intended to let county staff confirm projects met local standards. "The land use clearance process has become duplicative now that we have a building department," Nelson said, adding that the change would reduce fees to the public by $200.
Planning and Zoning characterized the proposal as an administrative cleanup rather than a policy change. No public speakers addressed this item at the Oct. 28 hearing; staff said written comments would be accepted through 5 p.m. Friday, Nov. 7.
If the council adopts the change, the town will need to update fee schedules and internal permit processes to reflect the removal of the separate clearance step. Staff indicated that the clearance ordinance text is posted on the town website for review.
