Bluff staff propose retiring duplicative land-use clearance process to cut fees

Bluff staff presented a proposal to repeal the town's land-use clearance ordinance, saying the clearance process duplicates information already required for a building permit now that Bluff maintains its own building department.
Staff told council the land-use clearance form asks the same questions as the building-permit application and requires time from both planning staff and the building department. Staff said rescinding the ordinance would reduce fees to applicants by about $200 while streamlining review.
Erin Nelson, who introduced the item during the public-hearing sequence, said the land-use clearance ordinance was adopted when Bluff relied on San Juan County for building permits and is now administrative in nature rather than a land-use policy change.
No members of the public commented on the land-use-clearance item during the hearing. Staff encouraged residents to review the current ordinance text posted on the town website and submit written comments by 5 p.m. on Nov. 7.
The hearing was for public comment only; no formal council action was taken on the ordinance during the meeting.
