The Portsmouth Town Council voted to reconstitute the Solid Waste & Recycling Committee after members and staff described repeated failures to secure a quorum and conduct committee business.
Councilors discussed options including merging the committee with another advisory body, appointing new members, or lowering the committee—s required membership so meetings can occur. Multiple council members said the committee has important oversight responsibility for enterprise fund performance and recycling policy and asked staff to place a bylaw revision and reappointment procedure on the next agenda.
Council directed staff to notify current committee appointees that the council intends to unappoint and reappoint members to create an active membership roster and to advertise vacancies to solicit additional applicants prior to the next council meeting. The motion to move the matter to the next meeting and to proceed with reconstitution passed 7-0.
