LAE board adopts 2025—2030 strategic plan to guide district out of receivership

The Lawrence Alliance for Education board on Oct. 8 voted to adopt the districts five-year strategic plan covering 2025—2030, a framework the superintendent said is intended to guide the districts priorities as it continues work toward exiting state receivership.

Superintendent Carrero and consultants from Education Resource Strategies told the board the plan identifies six priorities and associated strategies and outcomes, and that it was produced after 11 months of stakeholder engagement including principals, parents, staff and students. The superintendent said the plan will be translated into families preferred languages and posted on the district website.

"We put together a visionary, obtainable, strategic plan that will guide us over the next five years," the superintendent said, describing the document as a roadmap for aligning supervision, accountability and personnel to district priorities. He and other administrators emphasized that the plan explicitly ties to the turnaround metrics the Department of Elementary and Secondary Education will review as the district seeks to demonstrate progress toward independence from receivership.

Board members asked whether the plan had been reviewed by DESE and whether turnaround metrics were integrated; the superintendent said DESE provided input and that the plan includes those metrics to facilitate continuity of work regardless of future governance changes. Several board members praised the plans stakeholder input and recommended next steps for public rollout.

The board approved the plan by roll call vote. The superintendent said the district will begin aligning budgets, personnel and accountability systems to implement the plan and will report progress to the board annually.
