Board directs staff to advance south-side alignment for Highway 120 multi-use trail Phase 2
Summary
After reviewing two alignment alternatives for the Highway 120 multi-use trail phase 2, the board directed staff to proceed with the south-side option that stops at Honey Creek Court, citing safety, lower utility impacts and uncertain resident acceptance of the north-side route.
Kurt Fahrenkoff, project manager with Caporn and Associates, updated the board on design progress for Highway 120 Multi-Use Trail Phase 2 and presented two alternatives for the Honey Creek Road segment.
Fahrenkoff said the project is at roughly 60% preliminary design, the environmental document received approval in July and a public informational meeting was held in June. The two alternatives for the Honey Creek Road segment are:
• South-side alignment: keep the trail on the south side of Honey Creek Road and stop the trail at Honey Creek Court (Honey Creek Circle). This option avoids crossing several town parcels in dispute, provides connectivity to adjacent residential development and is less likely to require right-of-way acquisition.
• North-side alignment: construct the trail on the north side of Honey Creek Road to facilitate future eastward extensions beyond Executive Drive. This option likely would require limited right-of-way acquisition from three parcels, have additional utility conflicts (transformer pedestals and village lighting relocation), and could create a mid-block crossing requiring careful DOT review for safety.
Fahrenkoff noted the project uses a TAP (Transportation Alternatives Program) grant, and the Wisconsin Department of Transportation (DOT) must review final design. Village staff said DOT indicated the agency is less favorable to mid-block crossings at the speeds on Honey Creek Road and would prefer crossing at a controlled intersection.
Trustees and staff discussed resident opposition in town-jurisdiction parcels, utility relocation costs, safety concerns for a mid-block crossing, and the ability to phase future extensions should jurisdiction or funding change. After deliberation the board directed staff to advance the south-side alignment that stops at Honey Creek Court and to coordinate with DOT and the Town of East Troy on right-of-way jurisdiction and approvals.
Next steps: finalize preliminary plans, submit for DOT final review in January 2026, and, subject to grant/agency approvals and bids, expect construction to occur in the 2026 construction season.
