Fairview staff unveil GovWell citizen portal, parks programs and public‑works updates

Planning Director Ethan Greer told the board that the city has launched a GovWell citizens’ concerns portal (app.govwell.com) that lets residents submit code enforcement, public works and stormwater complaints with photos and track status through the city’s system. Greer said the portal will allow anonymous reports or follow-up emails when users provide contact information; the city follows a process with inspection, 21‑day remedy windows and municipal‑court referral when violations are not corrected.

Public Works reported fall maintenance, sign replacements and chipper service, and said staff had assisted with event set‑up and temporary fire‑station site work. Parks staff described program growth at Bowie Nature Park: homeschool sessions filled quickly, a Kindness Rock garden was installed, Bowie is now a Monarch Watch waystation, and the Storybook Trail grand opening and the city’s Fall Fun Day will be held Oct. 11. Parks staff asked residents to use acrylic paints and sealers for rock‑painting and to avoid decorations that could harm wildlife.

Economic development staff summarized regional partnerships, coffee meetups for local businesses and outreach to potential developers; staff also noted work to build a more complete business directory for the city website. Planning staff said the public process on the development code will include multiple hearings (planning commission in November; board of commissioners first reading in December; second reading in January).
