County staff presented a draft RFP to lease a county-owned property south of the landfill for recreational and event uses; the board discussed lease length, maintenance expectations and evaluation criteria.
Kandiyohi County on Aug. 19 discussed a draft request for proposals (RFP) to lease a recently acquired county property south of the landfill for recreational and event uses.
Kelsey Baker, Kandiyohi County administrator, described the RFP as listing parcel numbers, scope of use and evaluation criteria. Proposed uses include guided hunting, horseback riding and boarding, seasonal event rentals using the existing home and barn, food-and-beverage events and pop-up dinners. The RFP evaluation criteria would prioritize applicants that align with county goals, demonstrate environmental stewardship, present feasible operational plans and can begin operations promptly.
Commissioners urged the county to emphasize five-year lease terms to attract prospective operators willing to invest in maintenance; they also asked for detailed maintenance-management plans and financial assurances to reduce county liability and long-term cost. Baker said specific contract terms such as performance guarantees would be negotiated after RFP responses are received and that the board will review any proposed contract before execution.
No final contract was approved at the meeting; the item was informational and staff said the RFP will be printed in legal notice if the board is comfortable with the draft.
