The board approved a professional services agreement with Stantec Consulting for a third-stage technical assistance grant led by the Big Candy Lake Association. Kandiyohi County will serve as the fiscal agent and pass through grant funds.
Kandiyohi County on Aug. 19 approved a professional services agreement with Stantec Consulting Services to provide a community assessment report for the South–Southwest portion of Big Candy Lake.
Krista Krupa, Kandiyohi County environmental specialist, told the board the county originally submitted a multi-stage technical assistance grant application to the Minnesota Public Facilities Authority on behalf of the Lake Association. “This is our third stage, so this is our South Southwest portion,” Krupa said. She described the county’s role as fiscal agent for the Lake Association, noting county staff will pass through grant funds rather than lead the association’s project decisions.
Krupa said earlier community assessment reports had recommended either keeping existing infrastructure or connecting to Lake Lillian, but that existing infrastructure currently cannot support a connection. The Lake Association will decide next steps based on the assessment.
The board approved the agreement by motion and second with no recorded roll-call in the transcript. County staff said the agreement funds will be used to complete a community assessment report that informs future infrastructure and community decisions for the lake’s southern area.
